I don't know too much about inter-agency coordination issues, so you get a pass from me on that one.
In terms of expecting some criticism, sorry I didn't offer more in that regard! I think it's correct to say, as I think you do, that governments should be acting based on well thought out and consistent principles, rather than just responding to the commercial interests of domestic constituencies. On the other hand, I think it's also fair to mention that no other government acts any differently, so perhaps the U.S. should not be singled out here.
